Commercial Kitchen Fire Safety: The Role of TR19 Extract Cleaning
Kitchen extraction systems are the most under-managed fire risk in most commercial kitchens. They are out of sight, they degrade invisibly, and they run directly through the fabric of the building — which is exactly what makes a fire in one so serious.
This guide explains how the risk actually develops, where the law sits, and how TR19 cleaning fits into a defensible fire safety position.
How the risk builds
Cooking releases airborne grease. The extraction system's job is to remove it, which means every particle it captures has to go somewhere.
Filters intercept a proportion. What passes through condenses on the cooler internal surfaces of the plenum, the ductwork and the fan, forming a sticky film that hardens over time into a varnish-like deposit. It accumulates continuously, and it accumulates fastest exactly where you would least like it to: closest to the heat.
Three properties make this dangerous:
- It is highly combustible. Once ignited it burns readily and at high temperature.
- It sits directly above the ignition source. A flare-up in a pan is inches from the canopy.
- The duct behaves like a chimney. The system is designed to move air quickly through the building. In a fire, it moves flame and hot gases just as efficiently — into ceiling voids, riser shafts and roof spaces where detection is poor and firefighting is difficult.
That last point is why extraction fires so often turn into building fires rather than kitchen fires.
The legal position
The Regulatory Reform (Fire Safety) Order 2005 applies to virtually all non-domestic premises in England and Wales. It places duties on the "responsible person" — typically the employer, owner or occupier — to:
- carry out a suitable and sufficient fire risk assessment
- identify the significant findings and the people at risk
- put in place and maintain appropriate general fire precautions
- review the assessment when circumstances change
Since the Fire Safety Act 2021 and subsequent regulations, the expectations around recording and reviewing fire risk assessments have tightened further.
Nothing in that legislation names TR19. What the law requires is that you identify significant risks and manage them. In a commercial kitchen, grease accumulation in the extraction system is a significant, well-documented and entirely foreseeable risk — so a fire risk assessment that does not address it is, on its face, not suitable and sufficient.
TR19 is how you demonstrate that you have addressed it. It supplies the method, the measurement and the evidence trail.
Where fires actually start
In our experience the common ignition scenarios are:

- Pan or fryer flare-up — Flame reaches the canopy and ignites deposits on filters and in the plenum
- Filters missing or bypassed — Grease passes straight into the duct, so deposits build far faster than expected
- Charcoal or solid fuel — Sparks and embers carried up into a greased duct
- Fan seizure or overheating — A fouled impeller runs hot and ignites surrounding deposit
- Hot works during maintenance — Cutting or welding near an uncleaned duct
The pattern is consistent: the ignition event is usually ordinary. The consequence depends almost entirely on how much fuel was lining the system. A clean duct contains an incident. A heavily fouled one propagates it.
What TR19 cleaning contributes
1. It removes the fuel. This is the direct benefit and the reason the standard exists. No deposit, no fire load in the duct.
2. It makes the risk measurable. Grease depth in microns turns a vague worry into a number you can track. Rising pre-clean figures tell you your interval is too long, well before anything ignites.
3. It covers the whole system. A proper TR19 clean addresses canopy, plenum, filters, the accessible duct run, the fan and the discharge point — including the parts nobody looks at.
4. It produces evidence. The Post Clean Verification Report is what your fire risk assessment references, what your insurer wants to see, and what an enforcing authority will ask for.
5. It surfaces defects. Missing fire dampers, damaged filters, corroded duct, a failing fan — these get spotted during a thorough clean and belong in your risk assessment.
Frequency is a fire safety decision
TR19 frequency guidance is usually presented as:
- Usage level — Operating hours — Frequency
- --- — --- — ---
- Heavy use — 12–16 hours per day — Every 3 months
- Moderate use — 6–12 hours per day — Every 6 months
- Light use — 2–6 hours per day — Every 12 months
But hours alone understate the risk for some kitchens. Weight the frequency upward if you run solid fuel or charcoal, do high-volume deep frying, cook heavily on a chargrill, or operate a dark kitchen at sustained intensity. These produce far more airborne grease per operating hour.
The measurements settle the argument. If deposits are approaching problem levels at the point of each clean, the interval is wrong regardless of what the table says.
Building a defensible position
A commercial kitchen with a solid fire safety position on extraction can show:
- A current fire risk assessment that explicitly identifies the extraction system as a risk
- A cleaning schedule matched to actual usage, with a documented rationale
- TR19 cleans by a competent contractor, on that schedule, without gaps
- Post Clean Verification Reports with measurements and photographs for each visit
- Access panels fitted so the whole duct run can be reached and verified
- A record of defects identified and remedied
- Staff trained in filter cleaning and in what to do about a flare-up
- Records stored off site, so they survive the incident
That set of documents does two jobs. It genuinely lowers the chance of a serious fire, and if the worst happens anyway, it demonstrates that you took the risk seriously and acted on it.
Filters are not a substitute
It is worth saying plainly, because it is the most common misunderstanding: cleaning the grease filters is good practice, but it is not extraction cleaning and it is not TR19 compliance. Filters are the first line of defence, not the whole defence. The ductwork behind them is where the serious fire risk sits, and it is the part that routine kitchen cleaning never touches.
