Kitchen Ductwork Access Panels: What TR19 Requires and Why Most Systems Fall Short
When we carry out a TR19 site survey on a commercial kitchen extraction system, the problem we encounter most frequently is not a dirty duct — it is a duct that cannot be properly cleaned because there are not enough access panels. This is the most common reason a TR19 clean cannot be completed to standard, and it is a problem that affects a significant proportion of commercial kitchens in the UK.
This guide explains what TR19 requires in terms of access panels, why so many systems fall short, and what you need to do to bring your system into compliance.
What Is an Access Panel?
An access panel (also called an access door or inspection hatch) is a removable section built into the ductwork of a kitchen extraction system. It allows cleaning operatives to reach inside the duct for inspection and cleaning, and allows the grease deposit thickness measurements required by TR19 to be taken.
Without adequate access panels, sections of the ductwork cannot be reached — which means they cannot be cleaned, and the grease that accumulates in those sections continues to build up as a fire hazard.
What Does TR19 Require?
TR19 (the BESA standard for internal cleanliness of ventilation systems) specifies the following requirements for access panels in kitchen extraction ductwork:
Positioning: Access panels must be positioned at maximum 3-metre intervals in horizontal ductwork runs. They must also be positioned at each change of direction (bends, junctions, and transitions) and at each fan unit.
Size: Access panels must be large enough to allow a cleaning operative to reach all internal surfaces of the duct. TR19 specifies minimum dimensions based on the duct size.
Construction: Access panels must be constructed to the same standard as the ductwork itself. In fire-rated ductwork, access panels must be fire-rated and fitted with intumescent seals to maintain the fire barrier integrity.
Sealing: Access panels must be sealed after each inspection or cleaning to prevent air leakage and maintain the integrity of the extraction system.
Why Do Most Systems Fall Short?
There are several reasons why many commercial kitchen extraction systems do not have adequate access panels:
1. The system was installed before TR19 became widely enforced. Many extraction systems were installed 10, 20, or 30 years ago, when the requirements for access panels were less rigorous or less consistently enforced. These systems were never retrofitted with the panels required by the current standard.
2. The installation contractor did not follow TR19. Even in recent years, not all installation contractors follow TR19 access panel requirements. Some prioritise aesthetics or cost savings over compliance.
3. The ductwork runs through areas that were not designed for access. In some buildings, ductwork runs through ceiling voids, risers, and plant rooms that were not designed with access in mind. Fitting access panels in these locations can be technically challenging and expensive.
4. Access panels were removed or sealed during building works. Renovation or refurbishment work sometimes results in access panels being removed, covered over, or sealed — often without the building owner's knowledge.
How to Identify Deficiencies in Your System
The most reliable way to identify access panel deficiencies is to have a qualified TR19 cleaning contractor carry out a site survey. During the survey, the contractor will:
- Map the entire ductwork run, including all horizontal sections, bends, junctions, and risers
- Identify the positions of all existing access panels
- Compare the existing panel positions against TR19 requirements
- Identify all sections of ductwork that cannot be accessed and cleaned with the current panel configuration
- Provide a written report identifying all deficiencies and recommending remediation

What Does Remediation Involve?
Fitting additional access panels to existing ductwork is a straightforward process for a qualified contractor. The work typically involves:
- Identifying the correct panel positions based on TR19 requirements and the specific configuration of your ductwork
- Cutting the aperture in the ductwork at the required position
- Supplying and fitting the panel — stainless steel for standard ductwork, fire-rated for fire-rated ductwork
- Sealing the panel with fire-rated sealant to maintain ductwork integrity
- Documenting the installation with photographs and a written record
In most cases, access panel installation can be carried out in the same visit as the TR19 clean, minimising disruption to your operation.
How Much Does It Cost?

What Happens If You Don't Have Adequate Access Panels?
If your extraction system does not have adequate access panels, the consequences are significant:
Your TR19 certificate will not cover the full system. A compliant contractor will note in the post-clean report which sections of the ductwork were inaccessible and therefore not cleaned to TR19 standard. Your compliance certificate will reflect this limitation.
Your insurer may not accept the certificate. If your insurer requires a TR19 compliance certificate as a condition of your policy, a certificate that does not cover the full system may not satisfy that requirement.
Grease continues to accumulate in inaccessible sections. Even if the accessible sections of your ductwork are cleaned regularly, grease will continue to build up in the inaccessible sections. This is a fire hazard that cannot be managed without access.
Your fire risk assessment will identify the deficiency. A fire risk assessor who inspects your extraction system will note the absence of adequate access panels as a deficiency and may issue a recommendation or requirement to remediate.
